CONFLICTING RULE RE MOVEMENT OF TOUCHER VS DEADBALL .....
At our local bowls club - Angeles City, Philippines - yesterday we had a situation which nobody could decide upon and I was hoping you experts out there could provide confirmation!
Situation:
Oponents bowl is a toucher, we then had a bowl rest on the toucher but remain in play!
On consultation with world bowls rule book, under Section 31 - Movement of touchers - we determined the bowl to be still live.
However, under Section 32 - Deadbowls - we determined the bowl was out?
Firstly, is there any order of precedence under the rules or are the rules to be read as a whole?
If the latter then there must be a conflict in the rules?
We'd appreciate your views/experiences of similar rulings.

1 I take it the toucher is lying in the ditch?
2 I take it the resting bowl is a non-toucher?
3 The resting bowl is still in play while supported by toucher.
4 It would seem the ditch may be narrower than the legal width for this to happen.
