Is it legal for a local league to rule that only one shot shall count on the first two ends of a league match?

Definitely NOT! Trial ends May be played, a maximum of one end each way,or one end one way or no trial ends at all. These ends are Not counted as match ends. So, NO one shot the first two ends. After the trial ends(if played) it,s straight in.
