MEASURING .....
When playing with a team of three(lead second and skip)
The number two normaly measures. Which number two
does the measuring? The home team or the away.
Or is whichever wood is thought to be the closer?

Determining shot is an agreement between the two bowlers in control of the head, in the case of triples, the number two bowlers. If agreement can't be reached by eye, one or other of the bowlers may measure. Gamesmanship is definitely involved and you may often hear an opponent suggest that if you think the shot is yours you better do the measuring.

....and following on from shooters response.... if a mistake is made in measuring such that either of the bowls or jack is moved then the player who wasn't doing the measuring gets to reconstruct the head as he believed it to be prior to the mistake. No doubt he would tend to err in his favour. Hence the original suggestion that if you want to claim the shot then you had better measure it (since I'll not concede otherwise).
